Paul Dale’s Summary

Since my first involvement in the media industry back in 1991 I have been always been focused on the convergence between traditional broadcast media and the online industry.

My expertise is equally at home delivering studios, broadcast infrastructure and set top boxes as it is working with CDN's and Digital Agencies. My hands on experiences throughout my career allows me to get in to the detail where necessary but my specialization is in the formation of long terms technology strategies. I have a strong conviction that technology strategies should deliver growth and business opportunities. My personal drive is in the belief that all technology dependent companies have opportunity in technology, the difficulty, and my strength, is in identifying them and delivering.

In my current role as CTO of Astro, one of Asia's leading PayTV operators, I am responsible for glass to glass delivery of TV content, from the Studio to the TV screen. Astro has over 100 channels of TV and 17 Radio Stations, these channels vary from 100% Astro originated and live content to content aggregation and playout. The CTO role is also responsible for the delivery of all projects and new businesses, from conception to business case to live operations.

Additionally, I now sit as an executive director on the ExCo of Digital Five, one of Asia's leading digital agencies responsible for delivery of both mobile and online content.

I am contracted in Malaysia until November 2010.

Paul Dale’s Specialties:

Highly Technical, Creative, Business Focused, Strategy planning and analysis, over 17 years experience in broadcast, interactive, consumer device, online and digital content delivery.

Paul Dale’s Experience

  • Non-Executive Director

    Digital Five

    (Public Company; Broadcast Media industry)

    June 2009Present (8 months)

Digital Five Sdn Bhd is a digital entity that publishes content across mobile, interactive TV, online services and new emerging platforms.

As an Non-Executive Committee member I firstly ensure that Digital Five are aligned with Astro's new and future media plans. Secondly I bring an unbiased and educated view on Digital Five's overall direction particularly in the mobile and online space.

Digital Five are the primary content and content delivery partner for Maxis Communications, Malaysia's largest mobile phone operator.

    (Contracted until November 2010)

  • Chief Technology Officer (CTO)

MEASAT Broadcast Network Systems Sdn Bhd (Astro)

    (Public Company; Broadcast Media industry)

    December 2008Present (1 year 2 months)

The role of CTO is responsible for delivery technology, technology strategy, project delivery and new businesses in the delivery of Pay TV in Malaysia to the customer. (http://www.astro.com.my).

The key remit of the two year role is the transformation of Astro in to an innovative 2010 platform; internally the initiative was termed “Astro 2.0”. In 2008 Astro was a MPEG 2, Standard Definition platform running on 15 year old consumer technology. Within the fist 12 months of the role Astro, under the CTO’s Astro 2.0 initiative, was transformed in to a High Definition, MPEG 4 platform with a full 3 year technology roadmap that fully embraces on demand and IP delivery. By the end of 2010, Astro aims to launch HD, IPTV, VOD and advanced interactive services to almost 1m homes.

The Astro HD platform was end to end delivered in less than 6 months, consisting of entirely new infrastructure all the way to the consumer, including a new satellite and redundant uplink facility. The aggressive delivery timescales of the Astro 2.0 initiative were only achievable by working with all suppliers and sub vendors, such as NDS and Broadcom, to form a “Roadmap of Roadmaps”.

In addition to the Consumer Technology Team and the Broadcast Delivery Team the CTO is also fully responsible for the Corporate Project Management Office, Project Operations, the New Media Business Unit and the Regional Playout Business. Under the New Media Business Unit the CTO is fully responsible for all Marketing and P&L of Internet, VOD, Mobile and all emerging platforms.

The role of CTO for Astro also covers a technical advisory function for the parent company, Astro All Asia Networks Plc (http://www.astroplc.com). This extended remit covers many businesses, including IPTV platforms in Saudi Arabia, Australia and India and DTH platforms in India and Brunei.

    (Contracted until November 2010)

  • Controller of Worldwide Partnerships

    BBC

(Public Company; BBC; Broadcast Media industry)

    April 2008October 2008 (7 months)

The Controller of Worldwide Partnerships is a newly created role that sits in between the BBC’s £3.5bn public service content groups and the £810m global business of BBC Worldwide (http://www.bbcworldwide.com). The role spans all UK BBC output, Journalism, Audio and Music (Radio) and Vision (TV), and is responsible for the technology and business delivery of that content to BBC Worldwide.

The role was created in order meet the growing demands of BBC Worldwide, delivering 25% profit growth year on year, and the increased need by the BBC to receive additional revenue beyond the traditional licence fee. Until the creation of the Controller role all global relationships were formed in an ad-hoc manner. The first remit of the new role was to formally shape the future technology relationship and to turn it in to a productised, sustainable, expandable and functioning technology business model.

The Controller of Worldwide Partnerships is also responsible for all legal, corporate governance and fair trading issues that exist between BBC Public Service and BBC Worldwide.

In the six month remit of the role the end to end delivery cycle was fully defined and structured such that it permitted new concepts from an innovation funnel to be taken to full delivery, all fully accountable and accurately tracked.

The Controller of Worldwide Partnership was also the chairman for the Kangaroo Steering Committee. Kangaroo was BBC Worldwide’s IPTV joint venture with Channel 4 and ITV.

  • Controller Future Media and Technology - BBC Television

The Controller Vision was required to define, specify and implement the technology delivery for the entire Vision Content Group across all traditional, new and emerging media platforms. The role was initially tasked with bringing together 6 separate work teams and building a consolidated delivery plan. The consolidation was completed within 12 months without impact to a delivery schedule of over 260 technology projects.

The Controller Vision role was one of the primary customers in the delivery of BBC iPlayer, one of the world’s most successful IPTV platforms.
